Monkey D. Dragon is the head of the Revolutionary Army and the most wanted man in the world. Previously, he worked with the Marines, where he likely held a high position. However, he was likely driven out by their casual approach towards injustice.
Dragon started the Freedom Fighters, a rather peaceful organization to combat the tyrannical World Government. Unfortunately, they couldn’t do much. Ultimately, Dragon rebranded it to the Revolutionary Army, a much more determined and active group. The Revolutionary Army has been successful in many of its endeavors, and it has liberated many countries from their oppressive rulers. The Revolutionary Army invaded Marijoa, where they destroyed the storehouses and freed the slaves. This was a big slap in the face of Imu and the others. Dragon is aware that he needs to build on his success in Marijoa, so he will make a move in the Elbaf arc. Additionally, the World Government is still shocked by Vegapunk’s transmission, making it the perfect opportunity to strike.
5 Blackbeard

Blackbeard is one of the Yonko and the captain of the Blackbeard Pirates. He is an ambitious man who wants to claim the entire world. Unlike the other powerful characters, Blackbeard thinks first and acts later. Fans have already seen him make elaborate plans to achieve his goals.
In the Egghead arc, Blackbeard acquired four valuable things. He recruited Caribou, a man who possesses information about the Ancient Weapons. Catarina Devon obtained the ability to morph into Saturn, a potential key to entering Marijoa. Blackbeard’s underlings captured Garp, whom he can use as a bargaining chip. Finally, Blackbeard defeated Law and took his Road Poneglyphs. After so much success, it is inconceivable that Blackbeard will not make a move in the Elbaf arc to get closer to his dream.
4 Buggy

Buggy became a Yonko by a stroke of luck, a fact that he is aware of. Originally, Buggy wanted to use his standing to earn money, but he changed his mind after learning of Shanks’ decision to claim the One Piece. This propelled Buggy to do the same, which is why he declared his intent to find the One Piece.
Crocodile and Mihawk were not pleased with his decision, but they had no other option. So, they have to go along with his choice. The Cross Guild’s ship is already complete, so Buggy will indubitably set sail in the Elbaf arc and try to get closer to his dream.
3 Monkey D. Luffy

Monkey D. Luffy was one of the most important characters in the Egghead arc. He was superb in combat, dealing blow after blow to the likes of Admiral Kizaru, Jaygarcia Saturn, and the other Five Elders. Luffy also secured two major victories against Rob Lucci and Kizaru, both of whom had given him a lot of trouble in the past.
As Luffy arrives in Elbaf with the rest of his crew, it is likely that they will immediately try to learn about the fourth and final Road Poneglyph. Chances are Jaguar D. Saul will provide them with the whereabouts of the Road Poneglyph that Luffy needs to become the Pirate King.

1 Imu
Imu is the supreme leader of the World Government. They are incharge of every single decision, so everything passes through them. In the Egghead arc, some details about Imu were finally publicized. One Piece fans know that Imu belongs to the Nerona Family, one of the founding members of the World Government. Ivankov also implied that Imu underwent the Immortality Surgery. So, they have likely been alive since the Void Century.
